GENERAL BOARD MEETING
UNAPPROVED MINUTES, AUGUST 19TH, 2014
7:00 PM: Meeting called to order by Supervisor: Terry Acton
Pledge of Allegiance: Respected by all in attendance
Roll Call of Officers: John Scherrer, Nancy Austin, Terry Acton, Maye Rood, Lee Dancer
a. Public Comments:
a. Jim Gelios: County Commissioner said they presented a balanced budget.
b. The Seniors will be presenting a mileage on the Ballot in November for
Services as age 65 and older has increased 19% over 2 yrs.
c. Sheriff asked for full-time deputy and one will be assigned to the County
Building, Monday thru Friday for security purposes.
d . At the September 2nd Meeting, a new Road Commissioner and Commissioner
For District 5 need to be filled. Letters of Interest or a Resume’ from those
Interested need to be submitted to Tracy Byard , the County Administrator,

e. Complaints of maleficence by elected officials are investigated by the State
Police along with complaints of Road Commissioner receiving large amounts
of money when leaving said position.
f. Two part time people will be replacing the 2 trustees that worked at the
Animal Shelter. Two other employees work diligently to cover 16 townships,
Not just Hayes Township, leaving them extremely busy. Police Officers do
assist with calls and writing ordinance violations too.
g. Road Commission meetings are held the 1st and 3rd Wednesdays of each
Month @ 9 a.m. at the County Bldg. for those wishing to attend.
b. Sheriff’s Dept.: No Report Pat Bolander not available
c. Waste Management: Bill Lewis and Jason were in attendance to answer
questions about late trash pickups and that leaky trash trucks have been fixed.
d. Consent Agenda:
John Scherrer made correction that Fire Dept. report not to be included, only for
township assessor. Motion to approve Consent Agenda by Terry Acton, Second
by Lee Dancer, all ayes, M/C
e. Department Reports:
Rod Williams, Ordinance: not able to attend; Terry Acton reported that 3 homes
have been Condemned and will be torn down this year. Legally not an easy process.
f. Unfinished Business:
a. ORV speed limit: Terry Acton said 25 mph hr. sign will be placed in well seen areas
regarding all vehicles so no excuses are to be had when ticketed for speeding.
b. ,000 Grant Application for kitchen equipment has been applied for with Clare
County Economic Development , report given by Maye Rood. Colleen Litke wanted to
know who applied for the grand and why a commercial kitchen. RESD, the Economic
Development, the Farming Community, lots of options for the kitchen use. Bids
will be looked at, a straw pole will be held again for the type and size of the new
Community Building at another meeting that will be posted for the public to attend.
c. Clare County Canine Unit Fund Raiser was held and goal was 00; over 400
hundred people attended. Maye Rood and many hard working volunteers are
proud to report that they exceeded the goal due to all those who contributed and
g. New Business:
a. Resolution of Adoption of Hayes Master Plan – Resolution #14-01 was read.
Motion to adopt resolution by Maye Rood, 2nd by Terry Acton. Roll Call: Scherrer, yes
Austin, yes, Acton, yes, Rood, yes, Dancer, yes. Resolution adopted.
b. Postponement of adoption of Parks and Recreation Plan until January
2015 recommended by Rod Williams will give us a full 5 year plan.
c. EMC Ins. Co., Board Members Life Ins. Of ,000 proposal was updated
due to wrong quote of 0 a year, actual is 0 a year. Motion to
Adopt by John Scherrer, 2nd by Terry Acton, all ayes, M/C
d. Assessment documentation – Our Assessor has documents on digital but
others need to be done as well. Scanning to be considered for the rest.
f. Board of Review – Resolution #14-02 To set an alternate date for the July and
December Board of Review meetings by the Hayes Township Board. Maye Rood
made motion to accept, 2nd by Acton. Roll Call: Rood, yes, Dancer, yes,
Scherrer, yes, Austin, yes, Acton, yes. M/C.
g. Arnold Lake Special Assessment: Aqautic weed control. Hearings will be held
the first week of Sept. and the third week of Sept with Resolutions to be passed.
h. Arnold Lake Improvement InterLocal Agreement with Frost Township: Motion
by Terry Acton, 2nd by Lee Dancer with correction of Administrative fee with first
year actual cost and thereafter 5% of the total amount be accepted. All ayes. M/C.
i. Adopt Resolutions for Arnold Lake SAD, Resolution #1403 First meeting to be on
9-11-14 at 7 p.m. and notice shall be by publication and 1st class mail to residents
in the area. Motion by Acton to accept motion as read, 2nd by Scherrer. Roll call:
Dancer, yes, Scherrer, yes, Austin, yes, Acton, yes, Rood, yes. Motion adopted.
j. Motion by Terry Acton to accept resignation from Sam Swafford from the ZBA board
2nd by Lee Dancer, all in favor, aye. and we thank Sam for his good service.
k. Motion to accept Robert Buckley to the ZBA Board, 2nd by Lee Dancer, All in favor,aye
l. I.T. Right, suggested by the Assessor as Township off sight back up. Motion by
Maye Rood to accept, 2nd by Terry Acton, all in favor, aye.
h. BOARD REQUESTS:
a. 5 day work week for the Township offices with rotation days off.
b. Pay Review for Township Board: A civilian oversight committee of 5 people will
investigate what the Township Board Members (Treasurer, Clerk, Supervisor, and
Trustees get paid). Township sizes vary and some work from their homes.
Our township is always busy.
c. Mike Haley: Bicycling Event is coming thru Harrison and on old 27. It is covered with
debrie of sand, rocks, debrie not good for bikes. He requests help in cleaning the road
side for approx. 400 riders. We would look better as a community with decent, clean
roads as these riders will be spending sufficient money here. Terry said the Road
Commission will sweep the bank with their equipment at least going North.
i. PUBLIC COMMENTS:
Doug Jacobson, Chairman of College Board of Trustees (Mid Michigan College)
College serves approximately 6500 students a year, 4500 full time. College is in good
financial operating order and offers many special training courses in Career Tech,
welding and so forth. College BBQ is coming up, look for advertisement.
Maye Rood said the Street Fair is coming up and all should be there, lots happening.
Sept. 18th Board Meeting will have Prosecutor Ambrozaitis there.
Collen Litke commented on various due process procedures of home demolitions, Terry
Actons comments about due process and being a governmental official. His job of
getting things done, without getting the township sued. It's time for him to apply a
break to his public comments. Terry Acton apologized for his passion to get things
done for the Township and he realizes that due process needs to be applied and he
apoligizes to all in the Township.
