GENERAL BOARD MEETING 
June 18, 2019

Supervisor Acton called the General Meeting to order at 7:00 p.m. at the Hayes Township Hall, 2055 E. Townline Lake Road.
Pledge of Allegiance was recited.
Members present – Supervisor Acton, Trustee Buckley, Treasurer Rood, Trustee Haley, and Clerk Hoyt
Community reports
• Clare County Commissioners – Jeff Haskell and David Hoefling
• Mid Michigan Development Corporation – James McBryde and Pam O’Laughlin
• Sheriff John Wilson
• Harrison District Library – Mike Haley
• Clare County Airport Authority – Terry Acton
Public Comment 
• Gypsy moth question – residents were referred to the Clare Conservation District regarding any questions/complaints 
• Questions on roads were referred to the Clare County Road Commission

Motion Rood/Acton to approve the following wage rates effective July 1, 2019:
• Rick Jones 12.25/hr
• Cathy Lockwood 12.00/hr
• Karen Coutts 12.00/hr
• Steve Phelps 12.25/hr

Motion Acton/Hoyt approve purchase of power washer in the amount of 440.10 from Harrison Lumber.  All Ayes, Motion carried
Motion Rood/Haley to approve purchase of election voting booths from Election Source not to exceed 425.  All Ayes, Motion carried
Motion Acton/Hoyt to approve tennis Court repair by Vasher Excavating in the amount of 1,500.  All Ayes, Motion carried
Motion Acton/Haley to approve purchase of utility trailer from Becks Trailer Store not to exceed 2,291.  All Ayes, Motion carried
Motion Acton/Rood to approve Trustee Haley to attend MTA Supervisors Retreat not to exceed 750. All ayes, Motion carried
Motion Rood/Acton to approve Zoning Assistant to attend MTA Planning/Zoning Retreat not to exceed 750.  All Ayes, Motion carried
Motion Rood/Acton to approve purchase of BS&A Building Departnet.NET software in the amount of 12,740 to be paid for in 3 installments.  All Ayes, Motion carried
At this time, Trustee Buckley decided to change his vote to Nay on approving Trustee Haley to attend the MTA Supervisor retreat.
Motion Acton/Hoyt to approve contract with Central Michigan District Health Department in the amount of 164 for water testing at Fir Road Park.  All Ayes, Motion carried
Motion Acton/Hoyt to approve emergency truck repair, Tags Auto Repair in the amount of 1,098.  All ayes, Motion carried
Motion Rood/Acton to approve Waiver of First Right of Refusal of the 2019 Foreclosure for the 2016 Tax Year.  All ayes, Motion carried
Motion Rood/Acton to accept resignation, with regret, of Planning Commission member Nola Hopkins.  All ayes, Motion carried
Motion Acton/Buckley to appoint the following Lake Improvement Board members representing Hayes Township:
• Budd Lake – Robert Buckley
• Cranberry Lake – Robert Buckley and Pat Adams
• Dodge Complex – Robert Buckley
• Little Long Lake – Robert Buckley
• Sutherland Lake – Robert Buckley and Terry Collins
All Ayes, Motion carried

Motion Acton/Buckley to mail out Nuisance Department survey with summer tax statements, requesting input from tax payers regarding the support of a ballot proposal in the amount of a .4 mills tax for establishing a Nuisance Department.  All Ayes, Motion carried
