General Board Meeting
August 16th, 2016

Roll Call of Board Members: Terry Acton, Maye Rood, Betty Laskowsky, John Scherrer, Maye Rood.
a. Jim Gelios – could not attend this meeting
b. Clare County Sheriff’s Dept: Officer Jim Piwowar reported about B&E’s in the different areas,
Meth labs that all counties are confronting with Midland being rating 1st with problems, Isabella County and Clare County in 3rd place. All areas are working diligently to control this problem.
Domestic calls are a little higher than usual.
a. Unapproved Minutes for 07-19-2016, 08-04-2016, another 08-04-2016, 08-08-2016. Bills paid
Prior, bills to be paid, Treasurer’s Report, Sheriff’s Incident report. Motion by Maye Rood to approve the Consent Agenda with correction to the 08-04-2016 minutes, 7:00 p.m., should be listed as Public Hearing, Supported by Betty Laskowsky, all ayes, M/C.
Department Reports: Rod Williams : Director of Ordinance & Zoning Dept. gave his report on a few homes that have gone through the legal process and will be demolished. 160 grass ordinance letters had gone out with all but 10% who are in non-compliance. Those names have been submitted to the company for grass cutting at a cost to the home owner.
a. Terry Acton updated everyone on the brining of roads, next Public Hearing will be Thursday, August 25th, at 7:00 p.m. at Hayes Municipal Complex. Those who oppose and/or support the
brining…we would like to hear from you. So far the consensus seems to be in favor of it.
b. Terry Acton made a motion to re-up the listing for the Community Building on Grant Avenue,
but not for the sale of the park on fir road as of yet. Supported by John Scherrer, all ayes, M/C.
c. Job descriptions, evaluations is tabled for later.
d. Budget Amendment, moved to the workshop in September
a. Terry Acton spoke of our current Police Department contract, the pros and cons right now. This is tabled for the future until we see what County plans on doing with their budget problems.
b. Policy on the minutes being recorded…also up for discussion at the September workshop.
c. Cemetery Ordinance is up for discussion/updates. The foundations rates for veteran plaques that come into the cemetery to be discussed at the Workshop in September along with other situations that may come up regarding green burials.
d. The digging of graves by our maintenance men is open for discussion at the September workshop since we have lost our previous person for this position. Possible closing for winter buriels due to equipment and maintenance personnel safety up for discussion.
e. Dangerous Building Ordinance #16-4 to tear down a home on Stockwell for 4000. Motion by Terry Acton to award the demolition to Cody Beemer, with the money being taken out of the Dangerous Building Fund, supported by Maye Rood. Roll call: ayes: John Scherrer,
Nancy Austin, Terry Acton, Maye Rood, Betty Laskowsky. Nays: None. Motion adopted.
f. Motion by Terry Acton to adopt Dangerous Building Ordinance #16-5 to tear down a home on Woods Rd.,which is to be torn down by the County, Supported by John Scherrer. Roll call: ayes: Maye Rood, Betty Laskowsky, John Scherrer, Nancy Austin, Terry Acton. Motion adopted.
g. Terry Acton to offer a reward of 250 out of his own pocket to anyone with information about the campaign signs of Robert Buckley that are constantly being stolen. Buckley’s signs are under surveillance at this time. Mike Haleys signs seem to be taken by a woman with blond hair, driving a red car and this is on camera. A written apology from her at this time, sent to our office for Mike would be acceptable. These acts are a misdemeanor. Sad situation, when signs are stolen at any time, especially during an election year.
a. Motion by Terry Acton to approve purchase of two weed wackers @ 439 total , for use at the cemetery/Township areas, supported by Betty Laskowsky, all ayes., M/C.
b. Motion by Terry Acton for the cemetery template, that was created by Cid Jones, on her own time for her to have total rights and use to that template, it is hers. Supported by John Scherrer, all ayes, M/C.
A residents inquired about the resale merchants who are leaving the goods outside all night.
Response was that it is being looked into by Rod Williams, some action has been taken already.
We may need an ordinance to stop this from happening, hopefully, merchants will cooperate without us having to put an ordinance in place.
Maye Rood reminded everyone of the Street Fair in Harrison, which is on August 26th and 27th
