GENERAL BOARD MEETING 
June 19, 2018
Supervisor Acton called the General Meeting to order at 7:00 p.m. at the Hayes Township Hall, 2055 E. Townline Lake Road.

Pledge of Allegiance was recited.
Members present – Supervisor Acton, Trustee Buckley, Treasurer Rood, Trustee Haley, and Clerk Hoyt

• Representative from Harrison Youth Soccer
• Rick Outman – Candidate for State Senator 33rd District serving Clare, Gratiot, Isabelle, Mecosta and Montcalm Counties

• Representatives from Champion Force Athletics Cheer Team
Motion Acton/Haley to approve minutes from May 15, 2018 general board meeting.  All Ayes, motion carried.

Motion Buckley/Acton to approve Consent Agenda:

Department Reports
• Zoning
o 40 Zoning Permits have been issued
o Special Use permit deposit has been received/waiting for application and Planning Commission will begin meeting on SUP request
o Planning Commission is currently working on Alternative Energy zoning amendment, focusing on Solar Energy
• Supervisor
o Clare County Road Commission – exploring possibility of placing Yield sign at Cranberry Lake Rd. and Ball Ave.
• Treasurer
o Summer tax bills will be available July 1
o If you haven’t received your bill by mid-July, please contact Treasurer office for reprint of bill
• Clerk
o Primary August 7th
• Last day to register to vote in the primary is July 9th
• Clerk office will be open on Saturday August 4th from 10:00 am – 2:00 pm for voters who wish to receive an absent voter ballot for the August Primary
o General Election November 6th
• Last day to register to vote in the general election is October 9th
• Clerk office will be open on Saturday November 3rdth from 10:00 am – 2:00 pm for voters who wish to receive an absent voter ballot for the November General Election
New Business
• Motion Acton/Buckley to approve Assessor job description. All Ayes, motion carried
• Motion Hoyt/Acton to approve Assessor rate of pay, in the amount of 3,000, for the 2018-2019 fiscal year effective 7/1/18. All Ayes, motion carried.
• Motion Hoyt/Haley to approve the wage increase for Deputy Clerk, new rate 11.75 per hour for the 2018-2019 fiscal year, effective 7/1/18.  All Ayes, motion carried. 
• Motion Rood/Haley to approve wage increase for Deputy Treasurer, new rate 11.50 per hour for the 2018-2019 fiscal year, effective 7/1/18.  All Ayes, motion carried. 
• Motion Acton/Rood to wage increase for Custodian, new rate 11.50 per hour for the 2018-2019 fiscal year, effective 7/1/18.  All Ayes, motion carried. 
• Motion Buckley/Acton to wage increase for Maintenance, new rate 11.50 per hour for the 2018-2019 fiscal year, effective 7/1/18.  All Ayes, motion carried. 
• Motion Rood/Haley to wage increase for Administrative Assistant, new rate 11.50 per hour for the 2018-2019 fiscal year, effective 7/1/18.  All Ayes, motion carried. 
• Motion Hoyt/Haley to adopt Resolution 17-09 - Supervisor Salary, in the amount of 23,000 for the 2018-2019 fiscal year, effective 7/1/18.  Roll call vote Acton – Aye, Buckley – Aye, Haley – Aye, Rood – Aye, Hoyt – Aye.  Resolution adopted.
• Motion Rood/Acton to adopt Resolution 17-11 - Clerk Salary, in the amount of 30,000 for the 2018-2019 fiscal year, effective 7/1/18.  Roll call vote Acton – Aye, Buckley – Aye, Haley – Aye, Rood – Aye, Hoyt – Aye.  Resolution adopted.
• Motion Hoyt/Acton to adopt Resolution 17-12 - Treasurer Salary, in the amount of 25,000 Winter Tax Collection and 13,214.88 Summer Tax Collection for the 2018-2019 fiscal year, effective 7/1/18.  Roll call vote Acton – Aye, Buckley – Aye, Haley – Aye, Rood – Aye, Hoyt – Aye.  Resolution adopted
• Motion Acton/Haley to appoint Stan Lewis to the Zoning Board of Appeals – term expires 12/31/2021.  All Ayes, motion carried.
• Motion Acton/Buckley to approve the following Election Worker pay rates:
• Election Inspectors 175 (Election day)
• Election Chairman 200 (Election day)
• Receiving Board 50 (Election day)
• Election training - 40 per training
All Ayes, motion carried
• Motion Hoyt/Rood to approve the Harrison Youth Soccer Agreement in the amount of 1,500.  All Ayes, motion carried.
• Motion Hoyt/Acton to approve the Metro Act Right of Way Permit Extension with Michigan Bell Telephone Company d/b/a AT&T.  All Ayes, motion carried.
• Motion Rood/Acton to approve installation of a street light, by Consumers Energy, at the intersection of Townline Lake Road and Ball Ave.in the amount of 100.00.  All Ayes, Motion carried.
• Motion Acton/Buckley to co-host Recycle Day, with the City of Harrison and Greenwood Township, on Saturday September 15.  All Ayes, motion carried.

Public Comment 
• Blight concerns – ideas from a concerned citizen was heard and the board will discuss at next board workshop
• Concerns from Mostetler Road residents were expressed and the board will look into their concerns
Motion Buckley/Haley to adjourn meeting.  All Ayes, motion carried.  Meeting adjourned at 7:55 p.m.
