GENERAL BOARD MEETING
APRIL 19, 2016

Roll Call of Officers: Present: John Scherrer, Nancy Austin, Terry Acton, Maye Rood , Lee Dancer
a. Jim Gelios (County Commissioner): Mr. Gelios gave a report that the grant for the County Fair was looking good as is the County Revenue Sharing by the State. The audit has been started as well as the budget.
b. Joel Johnson spoke about the State Budget, a bill to help a small town with water problems, safety regarding Amish buggies, a program for high school counselors to help students realize and acquire important skilled trades and vocational jobs. Too many of these jobs are not filled because many students are not aware of them. A bill just passed that drain commissioners need to notify residence when maintenance in the area will be done near them if it is a project under 5000 so they can be prepared for disruption. And lastly about some prisons being shut down.
c. Tom House presented great information regarding the proposal that is on the ballot for the May 3rd, 2016 election. Explaining that RESD rents space from Mid-Michigan College for Skilled Trade classes being held for: Criminal Justice, Auto Lab, and Commercial Kitchen Cooking as too many technical and vocational jobs are unfilled as students are not aware of how to pursue or get trained for them. If the proposal passes it is not for construction of buildings, it is most certainly to maintain the rented space with additional space for more programs in helping students get advanced training for better jobs.
d. Jason Wentworth is running for Joel Johnsons’ position and spoke of his personal qualifications and all his plans for improvements.
e. Officer Jim Piwowar of the Clare County Sheriff’s Dept. gave an updated report on the township.
f. Dennis McKee of Consumers Energy said they have started putting in new meter readers
For each resident. This will produce actual readings, eliminated the estimated readings forever. When there is a power outage the meters will tell Consumers exactly where it is for a quick response. New meters will eliminate employees from dealing with outside dogs and other problems. About 200 people will be eliminated from their job but should be transferred to other areas for employment.

a. Rod Williams of Zoning and Ordinance: Not present, but Terry Acton reported that blight
was increasing because it can be seen now that the snow is gone and Rod is working on it
a. JBS: Change Order #7 Motion by Terry Acton to approve the additional 3009.48,
Supported by Lee Dancer, all ayes, M/C
b. Seiter Electric and Northern did not add Control Panel to previous invoice to improve
operation of doors . Motion by Maye Rood to approve the additional 1030.00 for control panel, supported by Terry Acton, all ayes, M/C.
a. Motion by John Scherrer to approve the renewal of the Accident Fund insurance for employees costing 2,325.00, supported by Terry Acton, all ayes, M/C. (a slight decrease from the cost in 2015)
b. Automated Business Equipment/ 1 year contract cost of 1000 for the Formax 635 Folder-Inserter Sealer. Motion by Terry Acton to accept contract, supported by John Scherrer, all ayes, M/C.
c. EMC National Life Insurance (Renewal) of group life insurance for another year. Motion by
Maye Rood to accept, supported by Terry Acton, all ayes, M/C
d. Middle Michigan Development Corp.: Motion by Maye Rood to approve a 5000 contract for services rendered for another year , supported by Terry Acton. Roll Call, all ayes:

e. Yeo & Yeo: Motion by Terry Acton accept a new engagement agreement, supported by Maye Rood, all ayes, M/C.
f. Rogers Athletic: Additional padding for the gym needed as the cost of 478.00. Motion by Terry Acton to approve, supported by Maye Rood, all ayes, M/C.
g. Greatmats Company: Additional floor covering for the gym floor for protection during
Elections and other events. Cost of 1,464.32. Motion by Terry Acton to approve, supported by Nancy Austin, all ayes, M/C.
a. A resident commented on the condition of the Pleasant Plains Cemetery and suggested
fertilizer and bug killer to improve appearance. Terry Acton to call True Green for a new quote.
