General Board Meeting

c. Pamela Mayfield was introduced and announced her running
For re-election for County Clerk. Kim Kennicot announced that he was running, but has taken another position and wanted the public to know not to vote for him this election.
Consent Agenda includes:
a. Unapproved minutes: Sept. 13th, 2016, Sept 15, 2016, October 11, 2016, bills paid prior, bills to be paid, treasurer’s report, sheriff’s incident report. Motion by Terry Acton to approve the minutes, supported by Betty Laskowsky, all ayes M/C.
Department Reports: Rod Williams/Ordinance & Zoning Dept.
a. Rod handled 250 complaints, 70 zoning, 2 blight structures are done and gone. Rod said the Planning Committee meets 4 times a year, with the first meeting in January of 2017. The chairperson has not been able to show up lately. Lori Ware has said would be 1st in line for dangerous building.
a. The cemetery changes have been table until the November workshop.
b. Terry Acton spoke of the Facility Manager , the camera needed for the mezzanine and a contract with Control Net. Control Net gave a quote of 9,000 to 11,000 to digitally control our Complex. The heating and cooling system are quite complicated and can and need to be monitored 24/7. Terry Acton has the experience and knowledge and has already been navigating the system from his home and cell phone 24/7. With his experience in HBAC he has asked the Board Members to consider letting him continue doing so for a lesser cost to the township. This would be beyond his regular duties and by rule is allowed to receive extra pay if approved by the board memebers. Terry quoted 500 a month would be sufficient for him. A Motion by John Scherrer to approve 500 a month for Terry Acton to continue this service, supported by Betty Laskowsky, all ayes, M/C.
c. The Hazard Mitigation Plan had been approved in September 2016 but needs a resolution # assigned to it. A motion by Terry Acton for #16-9 to be assigned to the Hazard Mitigation Plan, supported by Nancy Austin, all ayes, M/C.
d. The township maintenance men will be on call for the winter months .The building Community Bldg. on Grant Rd. has been winterized as it is not being used anymore but is still up for sale.
a. A motion by Terry Acton to accept the Generator Maintenance Agreement of 481.79 annually from Cummins Bridgeway, LLC, supported by Nancy Austin, all ayes, M/C.
b. A motion by John Scherrer to accept the Service Contract from Marlo Company to service the Lawn Sprinkler at the Sport Complex for 267.30
Annually, supported by Terry Acton, all ayes, M/C
c. The ORV ordinance #16-8 was passed by the board members .
This ordinance will apply to all the township property, including the
Sport complex, the cemetery, the park and trails.
d. Safety poles around pillars in front of bldg.. is tabled until the Dec. work shop.
e. A motion by Betty Laskowsky to accept the contract with Truegreen to care for the sport complex and the township grounds with last application for the sport complex to be 92 and 316 for 4 applications in 2017 for the township complex, supported by Terry Acton, all ayes, M/C.
f. Wastewater treatment for the complex is needed, a quote of 415.00 annually was submitted by SCS Systems LLC, a motion by Terry Acton to accept the contract for 2017, supported by Maye Rood, all ayes, M/C.
g. A motion by Terry Acton to increase Waste Management amount from
116.00 a year per property owner to 122.96 as an increase is anticipated from Waste Management, supported by John Scherrer, all ayes, M/C.
Board Requests: None
a. Harrison City Market has it’s Open House set for 10-20-2016.
b. Neighborhood Watch meeting will be Oct. 20th with Judge Josh Farrell at 7:00 p.m.
c. Neighborhood Watch meeting is set for October 27th for Meet the Candidates Day and open to the public at 7:00 p.m.
Representative Bob Townsend announced the Ideal Theater in Clare will be having a movie that would be of great interest to all next week.
