REGULAR BOARD MEETING
UNAPPROVED MINUTES
OCTOBER 20, 2015


7 pm Meeting called to order by :  Terry Acton 
Pledge of Allegiance:  Respected by all 
Board Members Present:  John Scherrer, Nancy Austin, Terry Acton, Maye Rood, Lee Dancer 
Absent:  none 

Public comments: 
a. Jim Gelios :  Jim reported they will be approving a bond of 1.5 million for all the improvements & repairs that needs to be done in the County Building and some at the Sheriffs Building.  This will take 10 years to pay off @ 125,000 a year, but can’t be avoided.    Meetings at the Health Dept. are held in the New Medical Bldg  (not in the County Bldg)  on the 4th Wednesday of each month @ 4 p.m. for those who have issues with homes that are in unsafe or health hazard condition in neighborhoods.  Terry Acton said that Hayes Township pays  600,00 for the sheriff’s department to serve and protect the township.  But we are a large township and need the excellent service. 
b. Sheriff’s Department:  Jim Piwowar gave a report on speeding in the suburbs ; drivers should know the speed is 25 mph on roads, gravel or paved in the suburbs (areas with continuous homes)  Jack Kleinhart will be at the next meeting in November to explain why signs are not up and other situations.  Drugs are still an issue as in many townships and cities and the sheriff’s dept. is on it, best they can.

Department Reports: 
a. Rod Williams/ Ordinance and Zoning Director:   Rod gave report on properties he has issued citations on.  One home is on the agenda tonight.  Owner has done work on it but needs more
Time,  this will be temporarily tabled for a special meeting.  Terry Acton added that a Blight Grant has/ will be applied for to the State in order to help with the tear down of dangerous buildings once all legal procedures have been followed.
The zoning board of appeals had approved a front yard setback variance after a long meeting to allow a home owner to put up a  garage.

b. Clerks Office:  Budget Amendment Resolution #15-11, done monthly to keep track of and balance the budget in a more efficient manner.   After reviewing the budget and the amendments, a Motion to approve by John Scherrer, supported by Maye Rood.  Roll Call:  ayes:  Terry Acton, Maye Rood, Lee Dancer, John Scherrer, Nancy Austin.   Nays:  none  M/C


Unfinished Business: 
a. Sale of lot in Piney Woods.  Motion by Terry Acton to accept the offer of 5000 for the lot, supported by John Scherrer , all ayes, M/C 
b. Fencing (to protect the septic and fields)  John Scherrer’s suggestion.  Toms Pole Building made a bid, the only bid that was received.   Approval of bid tabled for a special meeting @ 11 a.m on Monday, 10-26-15 as the paper work was not present at this meeting.  

New Business: 
a. Grass Ordinance #15-1 presented by Rod Williams, to keep control of blight. Therefore, grass is not to be more than 10” in height in platted subdivisions, otherwise Rod will send a notice to owners. Many people call in to our office regarding this problem.   Bids will be taken to cut the grass.  The homeowner will be notified and it will go on their property tax statement if not taken care of within a certain time limit.  Tall grass is unsightly and hides other blight.  This is for residential only & not for owners who have 1 or 2 acres or more (copy of ordinance will be on the township internet site and in the township office for those who want a copy) a notice will be posted in the Cleaver one time and the ordinance will go into effect 30 days afterwards.  This has been adopted in other townships and has worked well.   Motion by Terry Acton to accept Grass Ordinance #15-1 supported by Lee Dancer.  Roll Call:  all ayes:  Lee Dancer, John Scherrer, Nancy Austin, Terry Acton, Maye Rood.   M/C.

b. Clare County Road Commission – Allocation from the State has been received for “chip and seal” fix ( for 20,000) or for laying of regular pavement  (10,000)  Terry Acton said a joint meeting with Greenwood, the County and Hayes Township to pave the rest of Stockwell on the West side  will be beneficial and presented to  the public in the future.   Another resident spoke up and said her road floods and she has huge problems with hydroplaning.  Terry will talk to the Road Commission and see about a fix along with Grant Avenue and Clarence Rd. that washes out and was brought to the attention by Lee Dancer.  
c. Trivalent Group approval (network security, firewall and wireless)  Terry talked about the Proposal of 3,092.00 & includes 3 year warranty)    Motion by Terry Acton to accept the Trivalent Proposal, supported by John Scherrer.  Roll call:  ayes, Terry Acton, Maye Rood, Lee Dancer, John Scherrer, Nancy Austin, M/C.     Nays:  none
d. Dangerous Building Matter:  (see name and description attached)  Rod reported on this situation.
e. Joining of property parcels: request by Jim Van Wormer, Assessor)   Motion by Maye Rood to allow the combination of the back portion of lot 38, 39, 40 in Gods Little Acre subdivision, supported by Lee Dancer, all ayes, M/C.  

Board Requests:   None 

Public Comments:  Maye Rood announced that Rising Tide received about 99.9% assurance on grants.  This was honoring the City of Harrison for great efforts done for improvements, especially for the disabled.  23 groups were present at the meeting, working together makes a difference and the State commended  Hayes Township for it level of cooperation.

Terry Acton thanked Dave Cooper and Stan Lewis along with others in the cooperative group with Hamilton Township for the huge clean up on Mostettler Road with the DNR.  While there and finishing up, someone actually came out and dumped trash, got a ticket, unbelievable!  
Linda had asked if the township could supply coffee, donuts and juice at the meetings, but it would come out of the township money and not foreseeable, not legal, although coffee would be alright.   The Neighborhood Watch does do this but it is a potluck deal and not out of the township funds. 
Anyone who wants to come into our new offices, may come in and see us, although construction workers are around to finish the basketball court and the rest of the building.   This building will be a premier shelter area in case of emergencies.   The new building will also be terrific for special events, graduations and so forth.  In the Spring the building will be available at which time a part time person who specializing in events will be needed.  The basketball court will not be available until SPRING TIME.  Many calls are coming in regarding use of the basketball court, the exercise room and walking around the court.   They are not available until Spring and we are sorry for the inconvenience. 
Terry Acton brought up brining of roads in the township.  The cost has been going up.  Brining has been being paid out of the General Fund which is not good.    There is no longer State or County help.  A special assessment district is being looked at for those who live on gravel roads which would mean 18.00 a year charged to the property owner, to brine the roads 3 times a year.  In the future, a notice will be posted in the newspaper for the public to respond.  20% of property owners would be needed to defeat this.
