GENERAL BOARD MEETING
JANUARY 19, 2016

a. Jim Gelios, County Commissioner, spoke about Lori Ware, the new Community Service Director and all that she is responsible for grants for the Animal Shelter, the county allocation grant of 238,000 for first time home owners, 4 foundation grants going out for the Adult Senior Daycare and others grants. She oversees the 1.5 million dollar bond for the county bldg.. Bids are out for the elevator, heating, lighting for the county bldg., and 6 demolition projects. The landfill has been brought up about the smell sometimes. DEQ had checked it by doing 35 inspections, no odors were found at the time. A resident had filed complaints, but the township has no authority over the landfill. Waste Management has tried to settle with the resident to resolve the problem, but it has been refused.
Occasionally an odor will occur, but it is not known from where.
b. Jacob Link attended the meeting to announce that he was running for Joel Johnsons position and explained what his credentials are in order to do so, which were quite extensive.
c. Marlena & Mr. Tom Brubaker from the Sheriff’s Office offered Information about the 911 Proposal that is on the Ballot for March 8th, explaining that the approval would mean a .53 cent increase per month on cell phones, tablets, electronic devices and will be used for police hand held radios of which 166 need to be replaced at the cost of 1,745 per radio. The increase would also be used for many other items essential to running the program efficiently. The last raise for 911 was way back in 2004.
d. Clare County Sheriff’s Department: Officer Jim Piwowar said that fraud checks are up, computers and telephone (scams) are being reported, so be aware and do not give out personal information no matter who they say they represent.

a. Rod Williams, Director of Zoning and Ordinance gave his report on 174 violations, 10 dangerous building ordinances, 2 dismissals and other incidents for 2015. And the work continues daily.
a. Community Building furnace on Grant Road. Motion by Terry Acton to accept Bonham Heating and Cooling to do essential repairs to prevent damage especially during winter months and for the purpose of selling the property. Supported by John Scherrer, all in favor, M/C.
b. CCS Co. quote for the hard drive installation for copy machine is 630. Motion by
Maye Rood to accept, Second by Lee Dancer, all ayes, M/C.
c. CDI Computers: Maye Rood will order refurbished computer with 5 year warranty
that was approved earlier. The cost is 581.00, price will increase if not ordered now.
d. Homeland Security/Jerry Becker agreement with Clare County and Hayes Township for a Joint Information Center. Motion by Terry Acton to accept agreement, supported by Lee Dancer. All in favor, M/C
e. The Gym floor was going to be refurbished and sealed after the March 8th Election, but the company was able to start as originally planned on January 19th, 2016. Those coming into vote will see the new floor and building as well. The floor in the meantime will need 3 weeks to cure which will make it a harder protective surface.
a. A Renewal of the Fire Millage will be on the August 2nd, 2016 ballot during election time.
The Board Members need to approve this “renewal” with Resolution #15-17 along with the wording for the ballot. Motion by Terry Acton to approve Resolution #15-17 and the wording for the ballot, Second by Lee Dancer. Roll call: Ayes: Lee Dancer, John Scherrer, Nancy Austin, Terry Acton, Maye Rood. M/C
b. An Event Planner for the kitchen and gym area will be put on hold for a while. Stan Lewis volunteered his time, but the rooms are not quite ready.
Rental Agreements need to be finished and decided upon for the banquet/kitchen area and the basketball court. Liability agreements are still in the process of being done for the exercise room.
a. RFP Cleaning: Motion by Maye Rood to post article in paper for bids and will run for 2 weeks soon. Second by Terry Acton, all in favor, M/C.
a. Maye Rood spoke on the Fund Raiser for the Veterans Park. A great turnout for the
Veterans Park event with a goal of 2,400. With 311 people fed in one hour at the Moose Lodge, many donations for the raffles, & tickets purchased, an amazing 9,328.00 was raised and was well above what had been anticipated. All of this will go towards the Veterans Park. A superb meal was served along with wonderful dance music, fun and laughter was had by all whom attended. We thank the community and volunteers for all the love and work that was put into this fund raiser!
b. Maye Rood had reminded everyone that Trooper White from Mt. Pleasant will be
Holding an important, informative meeting on “Human Trafficking” in Michigan on
January 25th at the new township building. This will be heart wrenching, true facts as to what is going on, the profits made by the scum who are out there and how our young children & teenagers, both male and female are approached and taken.
c. Terry Acton had mentioned that a notice was sent to a resident about certain car activity at their home in Ash Acres. No response was received and therefore it will go to the Judge regarding ordinance rules.
